Roster access controls whether a man can open the member roster. Blocking it leaves the rest of his account working. Account controls whether he can log in at all. Deactivating signs him out everywhere immediately. Sees contacts means he can see email and phone on the roster. The roster grants that to admins and to anyone with 3 or more Weekly Pulse attendances, checked live each time. This page uses the same rule.
